Reason for urgency:
The item wasn’t included on the Forward Plan as it was anticipated the lease could be signed under delegation but the value is above the delegation threshold and requires referral to Executive for decision. Failure to agree the lease as soon as possible would result in a delay to concluding the signing the lease and the Council loosing rental income. A further risk is that the tenant finds an alternative for their buisness if there is a need to delay until the next scheduled Executive meeting, 7 October 2024. The decision is key due to teh value of the lease and exempt under paragraph 3 of Schedule 12A of the Local Government Act 1972. In the absence of an Overview and Scrutiny Committee Chair (leave), the Overview and Scrutiny Committee Vice-Chair has been notified in writing of this item and, having regard to the urgency for a decision to be taken, support the item being submitted to the 9 September Executive.
