Purpose:

To discharge the delegation granted by Executive to agree the details of the Agency Agreement following Executive approval to move into an Agency Agreement with Oxfordshire County Council to cover enforcement of the Council’s off street car parks.

(1)          That the Agency Agreement with Oxfordshire County Council to cover enforcement of the Council’s off street car parks be agreed.

 

Reasons for the decision:

At its meeting of 5 September 2022, Executive approved entering into an agency agreement to cover enforcement of the Council’s off street car parks for five years with an option to extend for up to a further five years with Oxfordshire County Council regarding car parking (with an option to cease the agreement with twelve months’ notice on either side) and gave delegated authority to the Corporate Director Communities in conjunction with the Monitoring Officer to agree the details of the agency agreement (Minute 31 refers). Following drafting and negotiation of the Agreement, it has now been agreed.

 

Alternative options considered:

Option 1: Not to agree the details of the Agreement. This is rejected as it is contrary to the Executive decision and the Agreement has been subject to legal review.
