Reason for urgency:
In light of legal advice, a report must be submitted to the 13 July 2026 Executive for decision. There is no scheduled Executive meeting in August and the matter requires resolution as soon as practicable. The decision is key due and exempt by virtue of paragraph 3 of Schedule 12A of the Local Government Act 1972. The Chair of the Overview and Scrutiny Committee has been notified accordingly.
