(1)             The Chair reminded the Committee that only registered speakers may speak. After the officer presentation, registered speakers, as set out on the list in the written updates, would be invited to speak.

 

Referring to the Public Participation process, the Chair reminded attendees that ward members had a 10-minute speaking limit and a 5-minute speaking limit per category of public speaker. There were no questions and answers of speakers. After they had spoken, speakers should move back to their seats.

 

(2)             The Chair reminded Members that should they need to leave the room for any reason, that they should be mindful of timing and endeavor to be present for officers’ presentation, public addresses and participate in the debate. Members were also advised that voting was ultimately a matter for their own judgment.

(1)                   That, in line with the officer recommendation, authority be delegated to the Assistant Director Planning to grant permission for application 24/01909/F subject to:

 

                         i.    the conditions set out below (and any amendments to those conditions as deemed necessary) and 

                        ii.    The inclusion of standardised working hours in line with Cherwell District Council Planning Policy.

 

Conditions

 

1.            The development to which this permission relates shall be begun not later than the expiration of three years beginning with the date of this permission.

 

Reason - To comply with the provisions of Section 91 of the Town and Country Planning Act 1990, as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

 

2.            Except where otherwise stipulated by conditions attached to this permission, the development shall be carried out strictly in accordance with the application form and the drawings numbered 00-ST-01 P03, 00-PR-EL-01 P03, 00-PR-FP-01 P03, and 00-PR-RF-01 P02.

 

Reason – For the avoidance of doubt, to ensure that the development is carried out only as approved by the Local Planning Authority and comply with Government guidance contained within the National Planning Policy Framework.

 

3.            Notwithstanding the details submitted, within three months of the date of this decision a method statement for biodiversity enhancement, to full details of bee bricks and the type and location of at least one bird box or owl box or bat box shall be submitted to and approved in writing by the local planning authority. The biodiversity enhancement measures approved shall be carried out prior to the first use or occupation of the development and shall thereafter be retained in full accordance with the approved details.

 

Reason: To protect habitats of importance to biodiversity conservation from any loss or damage in accordance with Policy ESD10 of the Cherwell Local Plan 2011-2031 Part 1 and government guidance contained within the National Planning Policy Framework.
