Reason for urgency: The matter arose after the publication of the 28 day plan and a decision is required at the April Executive meeting or the opportunity for funding will be missed. Due to the project covering the whole district the decision is key and the Chairman of the Overview & Scrutiny Committee has been notified accordingly. Due to the appendices containing commercially sensitive information the report is part exempt and the agreement of the Overview & Scrutiny Committee Chairman has been given having regard to the sensitive nature of the appendices and need for a decision to ensure the council can obtain funding
