Reason for urgency:
Reason for urgency: Due to the urgency of the Government wanting the funding to be provided and spent in 2020/21 it is not possible to wait for the next Executive meeting for a decision to progress these proposals. The schemes already have tacit approval as phase 1 is included in the 2020/21 capital programme. Including the schemes in the 2020/21 capital programme will provide the necessary authority to spend the funding by 31 March 2021.
The Chief Executive, Leader and Chairman of the Overview and Scrutiny Committee have been consulted and, having regard to the need for a decision by 31 March 2021 to receive the funding, The Chairman of the Overview and Scrutiny Committee has also agreed to waive call-in to enable the decision to be implemented with immediate effect.
