Reason for urgency: Matter arose after the publication of the last work programme and due to teh need to put delegations and budget in place to address this matter appropriately a report must be submitted to the 20 February Executiev meeting. Due to the impact across teh district and the finances requested the decision is key. The Chairman of the Overview and Scrutiny Committee has been notified accordingly and having due regard to the matter has agreed that the decision is urgent and cannopt be deffered 28 days
