3.	Improvements to Bicester and Kidlington Leisure Centres New! Decision maker: Executive Decision: November 2014 Lead officer: Ian Davies Decision status: Recommendations Approved Notice of proposed decision first published: 24/10/2014 Reason for urgency: Reason for urgency: Parkwood submitted these proposals on 16 October, and need to procure the works by 24 November to meet the funding condition of spend before 31 December. Within this timeframe is a normal Council requirement for a customer consultation period. A 28 day notice of intended decision would not meet the funding condition and the external funding opportunity would be lost.
