Report of Human Resources Business Partner

 

Purpose of Report

 

The purpose of this report is to consider a cost of living pay award for the Chief Executive, Directors, Heads of Service and shared service managers who are outside of the mainstream pay negotiating framework for employees of Cherwell District Council (CDC) and South Northamptonshire Council (SNC).

 

Recommendations

 

The meeting is recommended to:

 

(1)         Consider awarding an annual cost of living pay award to the Chief Executive, Directors, Heads of Service and other shared service managers pay grades in line with that proposed for the mainstream local government workforce for 2014 and 2015 as used for SNC staff, as well as the agreed local pay award for CDC staff, and if minded to do so, to also;

 

(2)         Consider an implementation date of 1st April 2015, and delegate authority to the Director of Resources /Section 151 Officer to implement the decision of this Committee.

 

Minutes:

The Human Resources Business Partner submitted a report which sought consideration of a cost of living pay award for the Chief Executive, Directors, Heads of Service and shared service managers who are outside of the mainstream pay negotiating framework for employees of Cherwell District Council (CDC) and South Northamptonshire Council (SNC).

 

In the course of the discussions, Members commented that it was fair and reasonable to agree a cost of living pay award. However, it should not be viewed as setting a precedent due to the threat of deflation to the economy and this would need to be considered in future deliberations.

 

Resolved

 

(1)      That an annual cost of living pay award of 1.75% be awarded to the Chief Executive, Directors, Heads of Service and other shared service managers pay grades in line with that proposed for the mainstream local government workforce for 2014 and 2015 as used for SNC staff, as well as the agreed local pay award for CDC staff.

 

(2)      That an implementation date of 1 April 2015 be agreed and authority delegated to the Director of Resources /Section 151 Officer to implement the decision of this Committee as set out in resolution (1).
