Licensing Hearing Report of the Head of Urban and Rural Services
Summary
Mr Khaliq first applied for a licence to drive Hackney Carriage and Private Hire Vehicles in October 2007. The application was refused due to details of convictions disclosed upon his Criminal Records Bureau Check.
Mr Khaliq made a second application in August 2008. The decision was taken to refuse this application in accordance with the Rehabilitation of Offenders Act 1974.
Recommendation
It is recommended to the Committee that in the case of Mr Sajid Khaliq, the application for a Hackney Carriage and Private Hire Drivers licence be refused under Section 59 of the Local Government (Miscellaneous Provisions) Act 1976 as the applicant has not given himself sufficient time to prove himself as a ‘fit and proper’ person to hold a drivers licence with responsibilities for the safety of the general public. |
